What is the family reunification?

The Universal Declaration of Human Rights states that family is universally acknowledged to be the fundamental unit of society and as such has the right to the protection and assistance of the society and the State. For this reason, family reunification is one of the core principles of UNHCR.

During their flight, refugees are frequently forcibly separated from their families. Following separation caused by forced displacement, from persecution or war, family reunification is often the only way to ensure respect for a refugee’s right to family life.

Separation of family members can have devastating consequences on people’s wellbeing –particularly on the most vulnerable-, and on their ability to rebuild their lives. Family reunification is therefore a fundamental aspect of bringing normality back to the lives of persons who have fled persecution and human rights violations.

Since they cannot safely return to their home countries, the State which recognizes them protection must provide for measures to guarantee family unity of refugees, giving the possibility to bring the family members together in the host country.

The right to family life and the subsequent right to family unity is recognized in international and regional instruments such as Geneva Conventions, the International Human Rights Covenants, the Convention on the Rights of the Child, the European Convention on Human Rights or the Charter of Fundamental Rights of the European Union and the European Directives, among others. Many countries have incorporated family reunification in their national legislations on asylum.

Family reunification is one of the core principles of UNHCR. Therefore, it is very important for us to help refugee family members who have completely lost contact with their loved ones due to war, persecution and human rights violations. UNHCR’s work pays special heed to the importance of reunification from the moment a refugee arrives to an asylum country.
